Under New Jersey's water pollution control rules, "domestic septage" is defined to include liquid or solid material removed from a portable toilet (as well as septic tanks, cesspools, and similar treatment works that receive only domestic sewage), which places waste pumped from portable toilets under NJDEP's septage and residuals management requirements.
Source: NJDEP - N.J.A.C. 7:14A Subchapter 1 (Definitions), dep.nj.gov ↗Federal OSHA construction sanitation rules, which apply to New Jersey construction sites, require toilets to be provided for employees on a sliding scale: one facility for 20 or fewer workers, one toilet seat and one urinal per 40 workers where there are 20 or more workers, and one toilet seat and one urinal per 50 workers where there are 200 or more workers (29 CFR 1926.51(c)(1), Table D-1).
